Do a Video chat with webcams and voice. That is nearly impossible to fake a conversation with audio and visual. Ask them questions about the online identity, then ask the online identity questions about the video chat.
Meet them in person in a PUBLIC place like a coffeehouse. Ask them if they are the online identity and then talk to the online identity about your in-person conversation.
Have them take a picture of themselves doing a strange thing, like holding a lampshade in the left hand then have them email that picture to you. (Make sure it's odd enough that the scammer can't acquire that picture of the stolen identity to fool you). Elite scammers can photo-shop images almost flawlessly, this isn't 100%.
Get the phone number and talk to them on the phone. Then ask the online identity about details of the phone conversation. Then Google the phone number. White pages yellow pages.
Find a friend who simultaneously knows you and the person you don't know. Ask that friend if he knows the person you don't know and can verify facts you learned about them.
Get someone who's identity you do know, like a friend or family member and have that person talk to the person you don't know. Then ask your friend and the online identity about what happened in the meeting.
Send an email to the identity that the scammer is impersonating. If you send them an email and they say: "I don't know who you are" then someone is lying. For example someone claims to be from Microsoft, send an email to their something@microsoft.com address and see if they respond through it.
Anyone who accuses you of being paranoid for asking for these kinds of questions or doing these tests is probably trying to discourage you because they ARE trying to scam you. Reasonable honest people will totally understand that you want to verify identity, it's not unreasonable to ask for it. If the person is offended that you ask, it's because they have something to hide. If you take online personalities on faith, and automatically trust people without verification, you WILL be scammed out of as much money as they can get you for.
